The family of Emmanuel Millard was disappointed after court officials failed to hold the white officer accountable for his 2023 death.

According to Atlanta News First, former Woodstock police officer Grant Shaw, who pled guilty to involuntary manslaughter and was indicted on the charge in April, avoided jail time after entering a non-negotiated guilty plea on Dec. 9. Under the terms of the agreement, Shaw was initially sentenced to 10 years for involuntary manslaughter, but the judge suspended the sentence. Instead, Shaw was ordered to complete 500 hours of community service, as confirmed by the Cobb County district attorney’s office.

On Oct. 12, 2023, Shaw fatally shot 20-year-old Emmanuel Millard, a Black man from Marietta, Georgia, during a traffic stop in Woodstock, a city located about 30 miles north of Atlanta. Dashcam footage from Shaw’s patrol car, obtained by Fox 5 Atlanta, shows Millard sitting in the driver’s seat with his hands raised, seemingly complying with officers, before Shaw fired his weapon and killed Millard. Following the incident, Shaw resigned from the Woodstock Police Department.

Andrew Lampros, an attorney for Millard’s family, revealed to Fox 5 Atlanta that they were frustrated by the verdict.

“It was a killing of a young man, and it was really unnecessary,” Lampros said. “Basically, it’s a 10-year probated sentence with two years home confinement, some community service and maybe some other incidental things.”

Lampros says Millard was trying to comply during the traffic stop.

According to a press release from the Georgia Bureau of Investigation, Shaw previously claimed that Millard refused to pull over, which led him and one other officer on a vehicle pursuit. Woodstock P.D. officers executed a PIT maneuver to stop Millard’s car and then boxed him in. Millard was transported to North Fulton Hospital in serious condition after the shooting and passed away hours later.

Lampros stood by the dashcam footage, noting how Millard was trying to comply moments before he was shot.

“Mr. Shaw got out of his car and he pointed his gun at Mr. Millard and I’m going to paraphrase that he told him that if he didn’t get out of the car, he was gonna kill him. Mr. Millard was trying to comply with those directives and Mr. Shaw did just that. He shot him and killed him,” Lampros told Fox 5 Atlanta.

Lampros and the family are going to pursue a civil suit to seek justice for the 2023 shooting, a move that will hopefully bring “closure” and “peace” to relatives of the 20-year-old, Lampros said.
